A.İsmayılov bildirib ki, mərhum uzun müddətdir xərcəng xəstəliyindən əziyyət çəkirmiş.

Qeyd edək ki, E.Quliyev 1977-1991-ci illərdə Bakı şəhər Daxili İşlər İdarəsində və Azərbaycan SSR Daxili İşlər Nazirliyində müstəntiq, baş müstəntiq, İstintaq bölməsinin rəisi, İstintaq İdarəsinin rəis müavini vəzifələrində çalışıb. 1991-ci ildə öz istəyilə daxili işlər orqanlarından çıxıb, ixtisası üzrə işləyib. 1996-cı ildən Azərbaycan Respublikası Vəkillər Kollegiyasının üzvüdür.
